ZAGREB, 21 October 2014 – The Croatian Regulatory Authority for Network Industries (HAKOM) launched a public consultation on the Proposal for the Ordinance on the payment of fees for the carrying out of activities of the Croatian Regulatory Authority for Network Industries. Pursuant to the law, a new proposal of the Ordinance was drafted containing amendments on the elimination of fees in terrestrial broadcasting for penetration under 300 000 inhabitants, and the halving of fees for penetration exceeding 300 000 inhabitants. Furthermore, a fee was introduced for special purpose radio station if envisaged in the corresponding radio frequency allocation plan. This resulted in the decrease of the fee paid by traditional private mobile networks (PMR) when the spectrum intended for PMR networks is allocated for special use and it has not been sufficiently harmonized to be allocated on the basis of a general license. This refers, for example to certain frequencies “reserved” for dog collars, sport aircrafts in the 137-174 MHz band and the similar. Due to the taking over of tasks in the rail market regulation sector, the Ordinance prescribes fees related to the regulation of the rail services market. The public consultation will be open until 3 November 2014.
