Croatian Parliament Adopted the Proposal of the Act on the Amendments to the Postal Services Act

The most important change refers to the abolition of the compensation fund and simplification of the financing mechanisms for universal service provision fees under non-commercial conditions.

 
ZAGREB, 6 July 2015 - On its 17th session, held on July 3, 2015, the Croatian Parliament adopted the Proposal of the Act on the Amendments to the Postal Services Act with the Final Proposal of the Act according to which the national legislation is further aligned with the EU acquis communautaire. The Act on the Amendments to the Postal Services Act enters into force on the day of publication in the Official Gazette.
 
The most important change refers to the abolition of the compensation fund and simplification of the financing mechanisms for universal service provision fees under non-commercial conditions. By abolishing the compensation fee fund of the unfair financial burden of the universal service provision, ensuring the universal services provision obligation being provided as a service of general economic interest, will be fully covered by the means from the State Budget of the Republic of Croatia in compliance with the state aid rules.
 
By abolishing the compensation fund, providers of alternative postal services are exempted from paying the fees, thus saving a bigger amount of financial resources for their own development and strengthening competitiveness of the postal services market.
