HAKOM resolves disputes between users and operators of electronic communication services through an extrajudicial procedure that is free of charge for users.
HAKOM provides users with information and advice on their rights and obligations when using the service, paying particular attention to especially sensitive social groups (persons with disabilities, elderly persons, persons with special social needs, and children). An important part of the activities aims to harmonise regulations with the current EU regulatory framework, by means of harmonizing regulations with market requirements, and monitoring their implementation by service providers.

Within the scope of its powers laid down in Article 154. of the Electronic Communications Act, HAKOM processes the personal data of applicants for dispute resolution solely to resolve disputes between users and operators of electronic communication services. In order to resolve these disputes, the data processed are kept for the periods determined by the Special List of Archival and Registry Material of HAKOM.
