Service facilities and services
Croatian Regulatory Authority for Network Industries (hereinafter: HAKOM), as an active member of the Independent Regulators’ Group Rail (hereinafter: IRG-Rail has developed guidelines for the development of descriptions of service facilities and rail related services part of the implementation activities of the subgroup for access to service facilities. The document sets out guidelines that help operators of service facilities to establish descriptions of service facilities. The guidelines also aim to help potential applicants better understand what they can expect from operators of service facilities in order to make the best use of the opportunities offered by service facilities. This document identifies needs and obligations providing the useful information with practical examples. It points to national approaches, in particular for those countries where legislation includes specific procedures for the adoption of descriptions of service facilities. However, each operator of a service facility is individually responsible for compliance with the law of the country in which it provides the services.
