European Parliament votes to end roaming charges

In a plenary session, the European Parliament has adopted the position on the Proposal for a Regulation concerning the European single market for electronic communications and to achieve a Connected Continent. The Regulation, inter alia, also foresees the end of roaming by 15 December 2015.
 

ZAGREB, 4 April 2014 In its plenary session on 3 April, the European Parliament adopted the position on the Proposal for a Regulation concerning the European single market for electronic communications and to achieve a Connected Continent in the first reading. The European Parliament’s position is yet the first formal step in the regular legislative procedure of the adoption of the Regulation. For the Regulation to be adopted, both European legislators, i.e. the Parliament and the Council of Ministers, as well as the European Commission as the proponent, must reach agreement on a joint text. Parallel with the discussion in the Parliament, the text of a regulation is considered at the working group of the Council of Ministers which consists of the Member Sates’ representatives.
 
HAKOM has actively participated in all relevant bodies through which it contributes its comments to the mentioned Proposal for the Regulation, having in mind the protection of the interests of the Republic of Croatia, from BEREC through the representatives of the Republic of Croatia in the working group of the Council of Ministers. HAKOM will continue to take an active part in the work of all bodies through which it can give its contribution to the drafting of the Regulation concerned.
 
With regard to the voted amendments which refer to roaming, their content can be summarized, as follows:

1. Proposal is to equalize roaming rates with rates in domestic traffic as of 15 December 2015.
2. Proposal to use roaming service under the condition of reasonable use.
3. Proposal to charge incoming calls in roaming at regulatory Eurotariff until the introduction of domestic rates for roaming traffic.
4. All roaming traffic exceeding fair use, will be charged at Eurotariff rates.
5. BEREC shall prepare Guidelines on fair use by 31 December 2014, which the European Commission embed in an implementing document, to make them binding for all Member States and publish it by 30 June 2015.
