HAKOM at the 64the Communication Committee

HAKOM participated at the 64th meeting of the Communications Committee (COCOM), the Body of the European Commission responsible for carrying out the executive powers of the Commission.
ZAGREB, 3 October 2016 - The 64th meeting of the Communications Committee (COCOM) was held in Brussels on 30 November 2016. The most important topic of the agenda was a discussion on Draft Implementing Acts of the European Commission regarding the regulation of roaming. It refers to the Implementation Acts which must be brought by the Commission until 15 December 2016 regulating the so-called "Fair Usage Policy" (FUP) and methodology for assessing the sustainability of the abolition of additional retail roaming charges (sustainability). The adoption of these acts is a necessary precondition for possible elimination of additional retail roaming charges for customers traveling within the European Union, starting from 15 June 2017, and for the establishment of "Roam Like at Home" (RLAH).
The Commission presented revised Draft Implementing Acts since the first draft was withdrawn after the meeting of the College of Commissioners. The first possibility for discussion by the Member States on the Amended Draft of these Acts happened at COCOM. Unlike the initial proposal, according to which FUP was based on time restrictions and limitations related to the traffic amount, the new Proposal did not carry out the above mentioned restrictions. New Proposal’s is based on the basic principle of the residence or stable connections that customers have with one of the countries within the EU. In other words, in cases of usage of services of mobile network operators abroad, the operators in question will be required to charge their customers the price the customers are charged for the use of their services within the country of residence, ensuring that the users are only those living there or those that have stable connections with the country the operator operates in. In the future BEREC’s Opinion is expected to be given on Draft Proposal followed by a discussion at the future COCOM's meetings and its final adoption on December 15, 2016.
Among other agenda items, the Commission briefly presented the results of the public discussion on the revised draft ePrivacy Directive announcing the further actions on defining the final proposal of the said Act having in mind that document should be adopted at the end of the first quarter, next year. The Commission briefly reported on the work of MSS Working Groups (Mobile Satellite Services) and the SS7 issues.
