HAKOM at the Meeting of the Working Party on Telecommunications and Information Society

The Working Party deals with issues concerning the information and communication technology and infrastructure, the Internet and the creation of the digital single market. 

ZAGREB, 8 November 2016 –On November 8, the Working Party on Telecommunications and Information Society held a meeting in Brussels. The topic of the meeting was the information and communication technology and infrastructure, the Internet and the creation of a digital market in Europe. The topics of the meeting were the Proposal for a Regulation of the European Parliament and the Council of the EU as regards the promotion of  Internet connectivity in local communities (WiFi4EU), Proposed Directive establishing the European Electronic Communications Code as part of the legislative measures that change the regulatory framework in the field of electronic communications, presented by the European Commission in September 2016 and sent to a regular legislative procedure.
 
Proposed Regulation prescribes   the possibility of giving financial assistance to the local governments and providers of public services for their projects aimed at installing wireless access points as well as the   provision of free connectivity in the centres of public life that are within their competence or in places where they provide their services (public administration, libraries, healthcare facilities and public areas). The Proposal stipulates the establishment of a simple mechanism for financing the deployment of local wireless access points, but only those cases where there are no free available public or private access points will be financed, those providing the Internet access at high speeds.

Proposed Directive establishing the European Electronic Communications Code (European electronic code, ECC) aims to replace four Directives: Framework Directive, Access Directive, Universal Service Directive and the Authorization Directive and the reason is that the electronic communications market should  follow technological progress of the market within the framework of the Digital Single Market Strategy (DSM) and that all regulations related to the  regulatory framework (the unification of four directives )  should one-stop-shop system. HAKOM’s Legal Affairs Expert Ana Šubat Perković took part in the meeting on behalf of the Croatian Regulatory Authority for Network Industries.
