HAKOM by adopting the latest “Ordinance on Payment of Fees for Business Operations” continues reducing its Budget in socially useful Applications

Since the beginning of the economic crisis HAKOM has continuously been reducing the fees for its business operations and over the past few years the fees for frequency spectrum management have been reduced by almost 60 percent, and some fees for other business operations, such as the market regulation and the users’ protection have been fully eliminated or reduced by almost 40 percent.
 
ZAGREB, November 6, 2015 – After the conducted Public Consultation the Council of the Croatian Regulatory Authority for Network Industries (HAKOM) adopted a new “Ordinance on Payment of Fees for Business Operation” prescribing the calculation, amount and manner of payment of fees in order to ensure funds for carrying out its tasks according to the annual financial plan. In addition to the responsibilities and tasks, HAKOM continues reducing its budget and continues investing in socially useful applications and the national critical infrastructure, while the stakeholders on the electronic communications market are not burdened with any  new and higher fees, which have been significantly reduced in recent years while some of them have been completely eliminated .Since the beginning of the economic crisis HAKOM has continuously been reducing fees for its business operations therefore over the past few years the fees for frequency spectrum management have been reduced by almost 60 percent, and some fees for other operations, such as the market regulation and the users’ protection have been completely eliminated or reduced by almost 40 percent.
Regarding the current Ordinance, the amendments can be divided into the following: fees intended for the usage of addresses and numbers, fees for the usage of radio spectrum and fees for HAKOM’s business operation in the field of railway services.
 
Regarding the part related to the fees for the usage of addresses and numbers, some amendments to the Ordinance were the result of the alignment with the terminology from the Numbering Plan. Furthermore, the method of determining compensation for M2M services (Machine to Machine communication) has been changed. Since the significant growth in M2M services is expected, HAKOM believes that it is necessary to have an acceptable fee, taking into consideration the fact that the average revenue per M2M user (ARPU) in Croatia is several times lower than the revenue per user for the services in the mobile electronic communications network.
Regarding the part related to the fees for the usage of radio spectrum, the part regarding the fees for satellite services has been changed. The payment collection has been enabled as well as the implementation of the hybrid satellite systems using the complementary ground component (CGC) of mobile satellite networks, whose implementation is expected by the end of 2016.
