European Commission called the Member States to improve High-speed Network connectivity and develop common Approach to the 5G Deployment
The Member States are invited to increase investments in infrastructure broadband Connectivity of very high capacity including 5G, as it is an essential element of digital transformation and one of the cornerstones of economic recovery. An agreement on the list of best measures should be reached by the EU Member States by 30 March 2021.
ZAGREB, 21 September 2020 - The European Commission has taken further steps to strengthen Europe's digital sovereignty within the scope of digital decade and having issued a Recommendation calling on Member States to increase investments in very high capacity broadband infrastructure, including 5G, as it is a basic element of digital transformation and one of the cornerstones of recovery. The EC statement stressed that the timely deployment of 5G networks in the coming years would provide significant economic opportunities, as it is a key tool for European competitiveness and sustainability and a major driver of future digital services.
In addition to that Recommendation, the Commission proposed a new Regulation in order for the European High-Performance Computing Joint Undertaking to maintain and enhance Europe's leadership in supercomputing technology in order to strengthen the Union's overall digital strategy and competitiveness at the global level.

By 30 March 2021, compliant to the Recommendation EC invites the Member States to develop a common approach, in the form of a package of measures, through the timely roll-out of very high capacity fixed and mobile electronic communications networks, including the 5G networks. The aim of such measures is to:
• reduce costs and accelerate the roll-out of very high capacity networks, primarily by removing unnecessary administrative barriers;
• provide timely access to the radio spectrum for 5G and encourage operators' investments in the expansion of network infrastructure;
• establish greater cross-border coordination for radio spectrum allocation to support innovative 5G services, especially in the industry and transport sectors.
The Recommendation also sets out guidelines for good practice in timely access to radio spectrum for 5G networks and better coordination of radio spectrum allocation for cross-border 5G applications. This is particularly important to facilitate related and automated mobility and digitalization of industry and
smart factories.
