European Regulators Group for Postal Services (ERGP) 18th Plenary meeting
ZAGREB, July 2, 2020. - The European Regulators Group for Postal Services (ERGP) held its first Plenary meeting for 2020 online, under the chairmanship of Dr. Spyros Pantelis, Vice-Chair of Hellenic Telecommunications and Post Commission (EETT), supported by the Vice Chair Mr João Cadete de Matos, Chairman of Autoridade Nacional de Comunicações (ANACOM).
The Plenary discussed the ERGP’s Draft Work Program for 2021, which was developed by taking into account the three strategic pillars of the ERGP Medium Term Strategy 2020-2022: (1) revisiting the postal sector; (2) promoting a competitive EU postal single market and (3) empowering endusers.
The Draft 2021 Work Program focuses on providing input to the European Commission’s future Postal Services Directive (PSD), which was last revised in 2008 while, since then, the postal sector has undergone major changes. Emphasis is also given to the consequences of the COVID-19 pandemic on the postal sector. Following the ERGP report of 2020, the ERGP plans to provide in 2021 a more comprehensive report, including statistical data regarding the operational and economic effects of the pandemic on postal services.
The Draft Work Program 2021 will be submitted for public consultation from 7 July until 25 September 2020.
The Plenary also took note that the work of all sub-groups is advancing as foreseen. For the moment, it approved the following draft reports that will be submitted for public consultation, from 7 July until 25 September 2020: the Draft Report exploring the possible definitions in the postal sector – ERGP PL I (20) 7 and the Draft ERGP Report on key consumer issues - ERGP PL I (20) 8.
Finally the ERGP Plenary decided to initiate the procedure for the election of the ERGP Chairs for the years 2021 and 2022. The election for 2021 is required, due to the dismissal of the president of UKE, Mr Cichy, who had been elected as ERGP Chair 2021. The Plenary expressed its concern and reiterated that the independence of national regulatory authorities as enshrined in EU law is of utmost importance for the performance of their duties.
