Meeting of the Network of European Railway Regulatory Authorities (ENRRB) and workshops on anti-competitive and discriminatory practices in the rail sector
Within the scope of the ENRRB meeting, attended by HAKOM's experts, a round table was held in order to discuss the practices of regulatory bodies and organizational changes developed after the last meeting.
ZAGREB, January 16, 2020 – On January 15, Brussels hosted the 19th meeting of the Network European Network Rail Regulatory Bodies" ( ENRRB). Referring to this afore mentioned the workshop was held on anti-competitive and discriminatory practices in the rail sector on January 16.
The ENRRB is an advisory body to the European Commission in the field of the rail market, considering the issues, procedures and practices, aiming at harmonization at the European Union level. Within the scope of the meeting, a roundtable on the latest developments in the Member States was held, with particular emphasis on the practice of regulatory bodies and organizational changes occurred after May 2019.
The Spanish regulatory body made a presentation regarding Commission Implementing Regulation 2017/2177. The topic of the presentation of the German regulator was the court decision regarding the collapsing capacity requirements in the service facility and the regulator's respective powers in this respect. The issue of delays in freight trains and the reasons was the topic of the Slovenian regulator, while, during the presentation the Swedish regulator considered the impact of German law defending noisy freight trains on other Member States. The topic regarding barriers to the freight market in its country was presented by Czech regulator and the Finnish regulator presented its decision on electricity charges related to the 2019/2020 timetable.
The workshop on anticompetitive and discriminatory practices in the rail sector, jointly organized by two EC Directorates-General for Competition and Transport, was attended by the Railway Regulators and Competition Authorities. The topics of the workshop were past experiences and practices related to the sale of passenger tickets, i.e. the sharing of passenger luggage, the issue of access to fleet maintenance facilities, manoeuvring services, as well as the fleet. Representatives of the European Commission presented the case of the merger between Siemens and Alstom, and an important topic was the issue of awarding public service contracts, especially in the context of state aid.
