ZAGREB, 7 July 2016 – A meeting of the Radio Spectrum Committee (RSC), a European Commission working group in charge of spectrum management, is taking place in Brussels. This working group, inter alia, assists the EC with the drafting of implementing decisions concerning the spectrum management in EU Member States. The meeting is attended by Mr. Željko Tabaković, Assistant Director of the Croatian Regulatory Authority for Network Industries (HAKOM-a).
The most important topics discussed at the 56th meeting of the RSC included the application of EU regulations on spectrum management, the decision on the allocation of the 2.3 – 2.4 GHz frequency band for mobile communications networks, technical requirements for use of mobile communications networks on ships and airplanes, the extension of the decision on use of short-range devices and possibilities for use of the 2.7 – 2.9 GHz band for video transmission.
The RSC meeting also included a meeting of a working group on cross-border coordination (the so-called “good office”), which deals with the coordination of frequencies between EU Member States, and a meeting concerning the avoidance of interference between second generation railway network and mobile communications networks. The meeting covered the interferences of Italian broadcasters with Croatian radio and TV broadcasters and the implementation of the decision Decreto-Legge n°145 in relation to local and regional broadcasters. The Italian Ministry of the Economic Development (MISE) presented the state of granting of licences for the freeing of the interfering frequencies. The state of interference with Croatian television and radio broadcasters was also discussed. Interferences in the Adriatic region are still significant and prevent the reception of Croatian channels along the coast. On this occasion HAKOM’s representative warned about slow implementation of the adopted regulations, including measures for the exclusion of interfering broadcasters.
