HAKOM, as a public law body with public authority prescribed by special law—the Electronic Communications Act (OG No. 76/22)—lays down specific conditions within the procedure for issuing a location permit in accordance with Article 135 of the Physical Planning Act (OG No. 153/13, 65/17, 114/18, 39/19). Additionally, it establishes special conditions and issues a certificate for the main project pursuant to Article 82 of the Construction Act (OG No. 153/13, 20/17, 39/19).
HAKOM does not issue conditions for connecting buildings to the electronic communication infrastructure.
The e-Conditions service on the HAKOM website is no longer available. The application enables the electronic submission of requests for issuing special construction conditions defined by regulations within HAKOM's competence, issued by HAKOM in the process of issuing a location permit (establishing special conditions and issuing a confirmation of the main project).
Pursuant to the new provisions of the Construction Act (Official Gazette 153/13, 20/17, 39/19) and the Physical Planning Act (Official Gazette 153/13, 65/17, 114/18, 39/19), which have been in force since April 25, 2019, the request for these conditions must be submitted exclusively through the e-Permit system, specifically the e-Conference module (https://dozvola.mgipu.hr/naslovna).
Therefore, we direct you to the competent Office for Physical Planning and Construction to submit the request for these conditions through the e-Permit system.
