e-Guidelines

HAKOM, as a public law body with public authority prescribed by special law—the Electronic Communications Act (Official Gazette No. 76/22)—lays down requirements for the content of parts of spatial plans that address electronic communication infrastructure (hereinafter referred to as ECI).

Considering the scope of work, especially the number of spatial plans and procedures for amendments and supplements to plans, standardized requirements have been developed for the content of spatial plans in the part concerning ECI planning.

The standardized requirements are divided according to the type of spatial plan into:
  • REQUIREMENTS FOR THE CONTENT OF THE SPATIAL PLAN IN THE PART OF ECI PLANNING,
  • REQUIREMENTS FOR THE CONTENT OF THE URBAN DEVELOPMENT PLAN IN THE PART OF ECI PLANNING
In the process of drafting spatial plans in accordance with the provisions of the Spatial Planning Act (Official Gazette No. 153/13, hereinafter: SPA), HAKOM participates in the process from the moment of submission of the request (decision of the planning authority to commence the drafting of a plan or to amend an existing plan) through participation in public consultations, by providing a written opinion on the draft spatial plan proposed for public consultation, in accordance with Article 101 of the SPA.

In accordance with Article 14, Paragraph 1 of the Regulation on the Standards for the Development of Electronic Communications Infrastructure and Other Associated Facilities (Official Gazette No. 131/12), HAKOM publishes the graphical part of the consolidated plan of all mobile network operators in the Republic of Croatia.

The e-guidelines service enables HAKOM's users to electronically submit requests for issuing guidelines for spatial planning, thereby facilitating and shortening the process of obtaining guidelines for spatial planning for users.

A request for issuing guidelines for the preparation of spatial plans can be submitted to HAKOM via the web application e-Guidelines - instructions for use."
 
The user shall receive the notification of the successfully submitted request to his/her e-mail address, which he/she indicated when submitting the request. Upon successfully submitted application, the processing of the application starts in HAKOM. After processing your request, you will receive a notification and an uncertified copy of the guidelines for drafting spatial plans to your e-mail address. A simultaneously certified copy will be mailed to the postal address you specified in your request.
