HAKOM’s Council Adopted Decision on the Conditions regarding the Reconstruction of the Access Networks

The preconditions for a faster reconstruction of the copper access networks have been created according to which a high speed Internet is provided to the users who could get neither minimum speed Internet nor broadband services.


ZAGREB, 28. December 2015 – The Council of the Croatian Regulatory Authority for Network Industries (HAKOM) adopted a decision according to which the Croatian Telecom (HT) is authorised to speed up the upgrade of the copper access network for the long local loops. Copper pairs are mostly located in the cities and suburban areas where other telecom operators are also present but because of its length, copper pairs cannot meet the basic broadband internet speed, which is why users in these areas are not able to get high speed internet and TV services.
The reconstruction of such access networks will lead to the improved network quality for the end-users on long-pairs and the customer service will be improved as well, not only for the HT users but also for the users of other telecom operators. The operators will be able to offer better service to the end- users having the opportunity to expand the volume of services or access speeds.
Since the reconstruction of long pairs means that HT will have to provide the service to other operators in a different manner in order to protect market competition, HAKOM defined that HT should permit a replacement solution to other operators at a price and conditions from the contract signed before the network reconstruction and for a period of two years. In this manner the negative impact on other operators will be reduced and the end -users will not lose the services previously provided by other operators.
 
HAKOM is expecting from HT to increase the investment in such areas in the upcoming period.
