The topic of the meeting was the regulation of access prices to the postal network of the universal service provider, as well as the documentation drafted within the scope of the party. 

The Working Party deals with cross-border parcels and practice issues in the postal services markets of the EU Member States and candidate countries, with particular emphasis on the current legislative procedure of the EC Regulation on Cross-Border Parcel Delivery Services. 

The meeting’s main topic referred to the quality of services, consumer protection and the situation on the EU postal services market as well as draft documents  within the scope of this group. 

The Electronic Communications Inspector requested to temporarily block the incoming and outgoing traffic toward short code, and all the end users who receive the above mentioned messages are kindly requested to report and submit complaints to HAKOM. The users, while in the complaint procedure, are not required to pay the disputed part of the bill. 

The working group meeting is aimed to present the work on feasibility studies of international roaming implementation in the countries of Eastern Europe partners and to initiate discussion of all REWG members and international experts on the current state of the international roaming market. 

In order to face the challenges on the rail services market in Slavonia, it is necessary to coordinate all the activities among stakeholders which can cause the strengthening of ports’ business activities, which will lead to an increase in freight rail transport in Slavonia at the national level.

The main objective of the meeting is the preparation for the 32nd regular BEREC plenary session to be held on October 5 and 6, 2017 in Bucharest, Romania. 

HAKOM is a partner in the research that will be carried out by the end of October, and  the given  results will be used, among other things, in drafting  new booklet entitled  "How to Protect Your Child in the World of Internet, Network Technologies and Mobile Phones". 

The meeting of the Regulatory Framework Expert Working Group for the electronic communications was held in Brussels. 

The European Commission invites all interested parties to submit their broadband Internet development projects to the “European Broadband Awards 2017“ for the best European projects in 2017. 

The Act on Amendments to the Electronic Communications Act entered into force on July 22, 2017, according to which two HAKOM’’s sublegal regulations are not  in force any longer: the Ordinance on the manner and conditions for the prevention and suppression of abuse and fraud in the provision of electronic mail services and the Ordinance about the mode and procedure for the allocation of mean from the Fund for the Development of Network Industries.

The procedure is simple for the citizens - if the interference preventing a good digital television signal occurs, it is necessary to report it to OiV (https://support.oiv.hr). If the interference is caused by the base station the operator should turn off the station until solving the problem.

HAKOM has issued a recommendation on the minimum technical requirements for DVB-T2 reception in the Republic of Croatia which represents the minimum technical requirements  necessary to be  met by DVB-T2 in order to provide high quality reception services in the Republic of Croatia. The start of transition of digital terrestrial television broadcasting, from DVB-T  to DVB-T2 in the Republic of Croatia is planned in 2019, and receivers that will meet the recommendation will be marked with a special log for easier purchase

Within the scope of the conference entitled "Research, Theorizing, and Teaching Administrative Science and Public Administration: Croatia, South East Europe and Beyond“ Dubrovnik hosted the forum of practitioners  "Filling the Gap between Administrative Theory and Practice".
 

The last day of GSR was dedicated to the regulatory challenges and the adoption of conclusions regarding the guidelines based on the experience of regulatory bodies. HAKOM, represented by Mr. Dražen Lučić, the President of the Council, actively participated in the preparatory discussion. 

The topic of the panel discussion was the reliability of networks and devices for digital services ("Reliability of Networks and Devices for Digital Services"). 

The discussion on the proposal for a Directive of the European Parliament and of the Council establishing the European Electronic Communications Code was continued as well as the discussion referring to articles on the coordination of the radio spectrum. 

Following the invitation of the organizer the Split Faculty of Electrical Engineering, Mechanical Engineering and Naval Architecture, Split hosted  the second international SpliTech 2017 conference, held in the period from 12 to 14 July.

The Radio Frequency Spectrum Committee, among other things, helps the European Commission in the development of implementing decisions related to frequency spectrum management in the EU Member States.
