Technical Inspection
HAKOM conducts three types of technical inspections:
RF Spectrum Licence compliance requirements
HAKOM carries out technical inspections on meeting the conditions of the licence for the use of radio frequency spectrum, issued following the public tender or public auction.
HAKOM committee, in accordance with the conditions and terms, conducts this technical inspection that are a constituent part of the licence, upon receiving the application from the licence holder.
Instructions for submitting the application and related form can be found here.
After successfully completing the technical inspection, it is necessary to submit a request to HAKOM to issue licence.
The e-Licence internet service (e-Broadcasting and e-Microwave Links) allows for the quick and easy submission, receipt, and issuing the licences for the use of RF spectrum.
Instructions and application forms for issuing the licences for the use of RF spectrum are available at:
Fulfilment of Concession Conditions
Technical inspections for fulfilling concession conditions are conducted exclusively after the concession has been awarded to electronic media broadcasters, within the deadlines specified in the individual Concession Award Decision. Every broadcaster who has been granted a concession by the Agency for Electronic Media is required to request a technical inspection from HAKOM before signing the concession contract. The technical inspection will be carried out by a HAKOM committee.
Instructions for submitting the application and form.
Technical Inspection of Radio Stations
The technical inspection of radio stations is a means of monitoring the use of the radio frequency spectrum and is mandatory exclusively for broadcasting purposes. HAKOM conducts this inspection ex officio after the start of operation of a particular radio station has been notified. In addition to the obligation to perform technical inspections of broadcasting radio stations, HAKOM may also perform technical inspections on other types of radio stations if deemed necessary or as part of routine monitoring and supervision of the use of the radio frequency spectrum. This means that the licence holder does not need to submit a request to HAKOM for a technical inspection of the radio station, and it is not a prerequisite for starting the operation.
