HAKOM Conducted Measurements of the Electromagnetic Field Level at 156 locations: kindergartens, schools and playgrounds all over Croatia

ZAGREB, 2 November 2016 - The Croatian Regulatory Authority for Network Industries (HAKOM) conducted measurements of electromagnetic fields in the period from February to October 2016 within the whole territory of the Republic of Croatia. The locations were kindergartens and primary schools situated in the vicinity of the electromagnetic fields (base stations of mobile communications networks, radio and television transmitters, etc.). The measurement was conducted at 156 locations in Croatia i.e. 82 kindergartens, 67 schools and 7 children's playgrounds, and measurements showed that the levels of electromagnetic fields were well below the prescribed levels.
The aim of this measurement campaign was an additional verification of base stations in mobile communications networks and other radio communication transmitters in comparison to regulations on protection against electromagnetic fields in areas of increased sensitivity. The measurements were carried out with the latest certified measuring equipment of HAKOM consisting of broadband antenna and spectrum analyser managed by computer in order to minimize the possibility of a human error. According to the Ordinance on protection from electromagnetic fields by the Ministry of Health, pursuant to the Act on the protection of non-Ionizing radiation, the areas of exposure to electromagnetic fields have been defined while basic restrictions and the reference levels of the size of electromagnetic fields have been prescribed in each band separately. According to the Ordinance the areas of increased sensitivity are residential and business buildings, schools, institutions of preschool education, maternity wards, hospitals, homes for the elderly and disabled, tourist accommodation facilities and children's playgrounds. Because of the size of defined areas the focus was put on the measurement of electromagnetic fields in the area of kindergartens and schools.
This targeted second measurement campaign has been conducted at locations such as kindergartens and primary schools, and the first measurement took place back in 2010. The corresponding measurement report with a detailed description of the measurement equipment was made for each measurement as well as the measuring points, the analysis of measurement results and a conclusion whether the levels of electromagnetic fields are within the prescribed limit values of the Ordinance. Along with all measurement results, the measurement uncertainty was included as well. The reports and locations of conducted measurements in 2010 and 2016 as well as controlled measurement of electromagnetic fields carried out in 2010 are available on the browser Measuring EMP on HAKOM's web site as part of an interactive GIS portal. In accordance with the above measurement results, all base stations of mobile communications networks and transmitters of other radio communication services at the location have been allocated in accordance with the Ordinance on the special conditions of installation and the usage of radio stations. That means that the level of electromagnetic fields in the area of pre-schools and primary schools is significantly lower than the maximum allowed level prescribed by the Ordinance on protection from electromagnetic fields. At the same time, Regulations in Croatia prescribe much more stringent levels than the Recommendation of the Council of the European Union on limitation of exposure to electromagnetic fields.
The table 1 shows the comparative results of conducted measurement actions from 2010 and 2016. The table 2 gives an overview of implemented measures in each country in Europe where the threshold levels are more stringent ,identical or less stringent than prescribed by the Recommendation.
