HAKOM's Support Programme for the Broadband Internet Access Development: Three New Applications Have Been Delivered to the Target Users

Applications such as e Newborn -, e-services of the Croatian Health Insurance Fund and Web application for the preparation of digital teaching materials have been delivered to the Croatian Health Insurance Fund (HZZO) and CARNet, that will manage the subject applications. All these applications enable bigger efficiency and reduce the administrative activities while the end users will have significant benefits from its applications.


ZAGREB, August 11, 2015. Within HAKOM's Programme of the Internet and broadband development in the areas of special state concern, hilly and mountainous areas and islands, the Croatian Regulatory Authority for Network Industries (HAKOM) has delivered three application solutions to the target users such as the Croatian Health Insurance Fund ( HZZOI) and CARNet who , from now on , will be in charge of the subject applications.
Let us recall, the development of the above-mentioned applications started by adopting the preliminary designs submitted within the second and third public invitation for the submission of the preliminary designs for making socially useful application from HAKOM’s Internet and Broadband Development Programme .After further development of the ideas and definition of the technical documentation the public tender for the application development was carried out and after the software part of the project is completed it will only be necessary to put system into the operating mode.
e-Newborn – the application will connect the hospitals (maternity wards) the national health care system (CEZIH), the national mandatory health-insurance system (ZOROH) and the Ministry of Defence systems, thus ensuring correct and prompt registration of every new-born child.
E-services of the Croatian Health Insurance Fund (HZZO) – the application is aimed at reducing everyday administrative burden of health care providers towards the HZZO and increasing time available for providing services to patents and for ensuring the quality of health care services.
 
The Web application for the development of digital learning materials (Carnet ) has been delivered and the system will contribute to the development of IT literacy, promote e-learning, and it will encourage some teachers to use the distance learning system. It is anticipated that the system and materials are available online so they can be easily accessed from any area with Internet coverage. In this manner, materials will be easily accessible to pupils and they would learn how to use the new technology. The storage of all materials in a single cloud enables the exchange of teaching materials between teachers and cooperation between schools. The possibility for integration of all teaching materials in a distance learning system would be very useful to all pupils who cannot be present in class at some point. The objective of such materials is to enable more quality and interactive teaching with a special emphasis on availability of quality education in areas covered by the programme
