A Proposal on Minimum Technical Conditions for House Mailboxes

In order to improve the quality of delivery of postal items, the Croatian Regulatory Authority for Network Industries (HAKOM) adopted the Proposal on minimum technical conditions for house mailboxes.

 
ZAGREB, March 7, 2016 –In order to carry out the regulatory and other tasks of the postal services and to achieve the regulatory principles with the aim of promoting the interests of the users of services as well as for the purpose of encouraging a clear provision of information in the use of services, HAKOM adopted a Proposal on the minimum technical and technological conditions for house mailboxes, pursuant to the Action plan for the Strategy implementation of the postal services development in the Republic of Croatia by 2020 where HAKOM has a role of the activity holder.
 
A house mailbox, as a specific form of postal network is intended for the delivery of postal items. It is a duty of the investors or owners of the residential / commercial buildings as the end users of the postal services to install and maintain house mailboxes for the delivery of postal items. The published Proposal defines the minimum size of the individual or group house mailboxes, the appropriate shape and the look, the appropriate material for installing the mailboxes, a minimum and maximum installation height and installation at suitable locations whether indoor or outdoor the residential / commercial buildings
 
The purpose of the Proposal is the improvement in the quality of delivery of postal items, particularly the items from the scope of the universal service which are consisted of the delivery of ordinary postal items, registered items and parcels with declared value comprising the judicial, administrative and other documents regulating the different statutory and property rights of service users. A reliable delivery is of great interest to all stakeholders. The lack of mailbox installation and its maintenance lead to a failure or an improper shipment delivery. By raising the users’ awareness about their rights, obligations and opportunities, the service quality is being improved particularly in the area of parcel delivery as the last stage in the provision of postal services which is the most important part for the end users. That is why, through an improved provision of information of the end users about their rights and obligations, the Proposal ultimately promotes and raises the protection level of the rights of users of postal services thus ensuring a better access to the universal service, as a service of general economic interest.
