New Year brings changes to the Ordinance on payment of fees for right to use of addresses, numbers and RF spectrum

The Ordinance on amendments to the Ordinance on payment of fees for right to use of addresses, numbers and RF spectrum will enter into force on 1 January 2016.

 
Zagreb, 31 December 2015 – The Ordinance on amendments to the Ordinance on payment of fees for right to use of addresses, numbers and RF spectrum adopted by the Ministry of Maritime Affairs, Transport and Infrastructure will enter into force on the first day of 2016. The amendments to the Ordinance will align the definitions of types of services in fixed and mobile communications networks subject to the set of numbers management coefficient and the expansion coefficient for the numbering space in the calculation of the fee for the right to use the numbers with the applicable Numbering Plan.

Provisions on the payment of the fee for use of the RF spectrum for the satellite service have also been amended in order to reduce the fees due to the recorded decreasing trend in the number of issued licences for use of the RF spectrum in the satellite service and in order to impose a possible fee on fixed terrestrial radio station for communication with satellites and/or planes (complementary ground component (CGC) of a mobile satellite network).

End radio stations used exclusively for M2M services will also be exempted from the payment of the fee in a public mobile communications network, in a subscriber system and deadlines for the submission of a written complaint by the operator and licence holder to an issued bill of the Croatian Regulatory Authority for Network Industries (HAKOM) will be prolonged from eight to fifteen days. 

The amendments to the Ordinance have been subject to public consultation and HAKOM’s experts were involved in the development of the draft proposal.
