The most important topic was the revision of the regulatory framework since the EC, which is launching the revision of the regulatory framework, values BEREC’s opinion on key issues. The main discussion focused on the definition of services in the regulatory framework since the existing definitions were developed 20 years ago in a different framework and in part no longer correspond to the development of technologies, services and market.   

The group was established in order to facilitate optimization and international coordination of the remaining broadcasting spectrum at the regional level. The results of this group will contribute to the process of international coordination of frequencies necessary for the switchover to DVB-T2 and to the freeing of the spectrum of the second digital dividend for services in mobile communications networks 

The main topics of the meeting refer to the final adoption of the report on PPDR systems (Public Protection and Disaster Relief) in 400 and 700 MHz frequency bands, which are based on LTE (Long Term Evolution) technology and that will be used by different public services in the mobile networks system 

The conference entitled “Regulatory Activity in the Electronic Communications Sector” focused on the topic of increased availability of broadband and its acceptance, on achievements in technological development, action plans, user protection and future development plans.  

The International Symposium ELMAR-2015 will include a special section on "Future of the UHF band - Second Digital Dividend and Digital Terrestrial Television" where the latest technical achievements and results related to the future and the development of digital terrestrial television as well as the second digital dividend allocation will be presented. 

Workshop on "Providing Support to the Local and Regional Self- governments in Project Initiation and Implementation in order to Increase the Accessibility of Broadband Infrastructure with the help of  State Aid “was held in Sisak. On Wednesday, HAKOM's experts will hold the workshop on the same subject, which is intended for the leaders of cities and municipalities of Karlovac County. 

At the 8^th Days of Electrical Engineers in Zadar HAKOM's experts presented “New regulations aimed at reducing the costs of deploying the electronic communications networks. This presentation refers to the new measures aimed at reducing the costs of deploying high-speed electronic communications networks  

The meeting of IRG-Rail's Market Monitoring Working Group on the issues related to data collection through market analysis 2014 was held in Helsinki and HAKOM’s representatives participated as well.  

HAKOM once again includes the public in the preparation for the upcoming World Radiocommunication Conference (WRC-15). The public consultation will be open until 12:00 noon, October 9, 2015 and all interested parties are invited to participate. 

The Working Groups responsible for coordination of private services in mobile and fixed networks in the border area as well as the Working Group responsible for the technical support of the implementation of the HCM Agreement participated at the meeting. 

It refers to the meeting of the Working group responsible for analysing the procedure for issuing of BEREC’s opinions in the so-called Phase II. Phase II is a procedure opened by the European Commission when one of the Member States adopts the draft decision which is not in accordance  with EU legislation.
  

After the Croatian Government had given prior approval of HAKOM’s Annual Work Programme as well as the Annual Financial Plan for 2016, HAKOM’s Council adopted two strategically important documents. 

The aim of the roundtable was to encourage communication among stakeholders and to discuss common issues. Roundtables with the stakeholders on the market are under HAKOM’s competence and represent a step further in the improvement of the railway services market regulation 

Decision on granting preliminary approval of HAKOM’s Annual Work Programme as well as the Annual Financial Plan of the Croatian Regulatory Authority for Network Industries for 2016 was adopted at the Government Session of the Republic of Croatia on September 17. 

The topics related to the draft documents requested by the European Commission on possible changes and harmonization of the regulatory framework regarding cross-border parcel delivery as well as parcel transportation on the domestic market of each of the EU Member States and Candidate Countries were discussed at the meeting.
