Application of protective Measures at the Postal Services Market during the Coronavirus Pandemic (COVID-19)

 
Users of postal services are informed that in the forthcoming period postal traffic disorders related to the deadlines for transmitting postal items, ways of delivery of postal items and changes in working hours of postal offices can be expected.

Zagreb, 18 March 2020 - Under the conditions of a new situation related to the emergence and spreading of coronavirus (COVID-19) in the Republic of Croatia, and following the Decision of the Minister of Health on the proclamation of an outbreak of the disease COVID-19 caused by the SARS-CoV-2 virus, of 11 March 2020, and the opinion of the competent Ministry as of   March17, 2020 regarding the application of measures in the operation of HP-RH Post d.d., Zagreb (hereinafter: HP) under the conditions of the coronavirus epidemic (COVID-19), Croatian Regulatory Authority for Postal services Act (OG 144/12, 153/13, 78/15 and 110/19, hereinafter: PSA), informs all citizens of the Republic of Croatia about possible changes in the performance of all postal services, especially universal services, as well as about changes in the postal network of the public operator, particularly regarding working hours of post offices.

HAKOM monitors all measures taken and delivered by all postal service providers in order to protect the health and lives of postal service users and postal service providers' employees.

Therefore, we inform all users of postal services that in the forthcoming period it is very likely that postal traffic will be disturbed, especially with regard to the deadlines for the transfer of postal items, as well as changes in the manner of delivery of consignments during the performance of postal services, for which it is necessary to confirm shipments by signing the recipient. We also inform all users of postal services that there will be changes in working hours of the postal offices of the HP and we ask for understanding when performing all services in the post offices in a safe manner. At the same time, attention is drawn to the need to respect measures and activities undertaken by postal service providers in order to protect the health of users and their employees when performing postal services, both in the offices and offices, as well as tby parcel shippers.
 
 
We invite all postal service providers to promptly publicly announce all changes in the manner of performing their postal services, and to inform HAKOM in writing. We also inform all users that in these circumstances, postal service providers may refuse to accept postal items in the services they offer. However, universal services, guaranteed by the Postal services Act to all citizens of the Republic of Croatia throughout the territory of the Republic of Croatia, in connection with the provisions of Article 3(2) Of LGAP, it will be available until further notice in accordance with publicly published instructions from the universal service provider, and in accordance with the decision of the competent Ministry.

The measures in question will be implemented until the termination of the declared pandemic, that is, while the situation of endangerment and increased risk for human life and health in the territory of the Republic of Croatia is ongoing.
