HAKOM at the plenary meeting of the Independent Regulators’ Group - Rail

This year’s first plenary meeting of the Independent Regulators’ Group – RAIL was held in The Hague. The meeting focused on topics concerning the Fourth Railway Package and on improving the role of and mutual cooperation between independent national regulatory authorities in the rail services sector.
 
ZAGREB, 15 April 2015  –  This year’s first plenary meeting of the Independent Regulators’ Group – RAIL (IRG - Rail) was held in The Hague on 14 and 15 April. Contrary to the electronic communications market, not all European countries have independent national regulatory authorities for the rail services market. Moreover, some of them do not even have rail traffic.
 
More than twenty European countries, primarily full members of the EU, gathered in The Hague for a two day meeting focusing on the topics of the Fourth Railway Package and on the improvement of the role of and mutual cooperation between independent national regulatory authorities for the rail services market. Two documents were adopted at the plenary meeting representing joint position of IRG-Rail: a document defining procedures and criteria for access to service facilities and document on procurement proceedings for public service contracts.  
 
Other topics important for the common rail market were also discussed at the meeting, in particular the future European Commission’s implementing act on direct costs, that is, on the role of regulatory authorities in relation to fees, including the presentation of practice in relation to fees for rail services. In addition to the discussion and voting on the above-mentioned topics, results of the third annual market report for 2013 were presented.
