In addition to Mr. Ignac Lovrek and Mr. Darko Parić, the President of the Council of the Croatian Regulatory Authority for Network Industries (HAKOM), Dražen Lučić, also participated in the preparation of the part of the study dedicated to electronic communications. 

The Executive Director of the Croatian Regulatory Authority for Network Industries (HAKOM), Mr. Mario Weber, will participate as a speaker and a panelist at the SEE Cloud Computing Forum, which is taking place in Zagreb. He will speak on regulatory challenges of cloud computing. 

The meeting focused on the discussion on the proposal for the Regulation on wholesale roaming prices. The adoption of this Regulation is a necessary precondition for complete elimination of retail roaming charges which is expected by June 2017. 

13% more goods were transported by rail than in the previous quarter.  

The working group deals with issues concerning the quality of service provision, user protection and state on the postal services marked in the EU and the meeting includes discussions on draft documents prepared by this working group. 

Growth in the number of parcels on the postal services market in the Republic of Croatia continued in the second quarter of 2016, which resulted in the increased total revenue of all postal service providers. 

As the Academy’s partner, HAKOM participated at the “pitching forum” where projects and ideas for use of public sector open data were presented, including proposals for the development of applications using public sector open data with a view to dealing with current social challenges and needs.

The last amendments to the Ordinance on payment of fees for the right of use of addresses, numbers and the RF spectrum abolished the HRK 5 monthly fee for radio frequency use which mobile subscribers have been paying until now. 

The meeting will take place on Thursday, 8 September 2016, and the topic of the meeting will include open issues concerning the implementation of the National Framework Programme for the Development of Broadband Infrastructure in Areas Lacking Sufficient Commercial Interest for Investments, investment models and previous experiences and cooperation on the development of broadband in the Republic of Croatia until 2020, with a special emphasis on areas lacking sufficient commercial interest in investments. 

Due to the frequent cross-border fraudulent attempts as well as the last amendments to the Ordinance, which have brought new rights to the end-users and obligations to the operators of the Electronic communications services such as those related to the conclusion and termination of subscription contracts, the possibilities of controlling billings and protection of the unwanted billings, HAKOM is actively participating in in consumer education. 

On the second day of the Dubrovnik Forum HAKOM participated in panel discussions entitled "Strengthening Europe: connecting North and South" („Strengthening Europe: Connecting North and South")  

The comments from the public consultation on the Guidelines on implementation of Network Neutrality Rules were discussed at BEREC’s extraordinary plenary meeting in Brussels.

On August 25, the BEREC plenary meeting will be held on net neutrality guidelines which will be presented to the public of the EU at a press conference on August 30. 

On Monday, August 22, our long-time colleague and associate Vladimir Antolić passed away at the age of 70. 

The objective of the meeting was to agree on how to implement the new regulatory framework, which will ultimately lead to the elimination of additional retail roaming charges and shall enter into force on June 15, 2017. 

These amendments regulate in more detail the manner of calculation and the amount of fees for delayed number porting. 

HAKOM warns of a new attempt of abuse of electronic communications and fraud against users by means of a personalized text message asking users to return a call.  

These amendments provide for obligations of IT systems audit, which is part of a measure concerning the supervision of technical and organizational measures undertaken by operators in order to ensure security of their networks and services and routing of public communications networks operators and / or services with a view to ensuring high level of security and accessibility of public communications networks and services.  

The objective of the meeting is to define the manner of implementation of the new regulatory framework that will ultimately result in the elimination of additional retail roaming fees. This regulatory framework should enter into force on 15 June 2017.
