This year again, HAKOM conducted the measuring activities, 715 new reports has been sent to Italy due to the interference problem

A comprehensive measuring activity regarding the  interference coming from Italy,  which causes the reception  problems  to the  Croatian radio and television programs, has been conducted along the entire  Adriatic coast and the 15 new reports has been submitted to the Italian administration for the removal of obstacles. At the same time it was reported to the International Telecommunication Union.


ZAGREB, 25 November 2020 – Croatian regulator HAKOM has sent 715 new reports to the Italian authorities regarding interference coming from Italy and causing problems for the reception of TV and radio stations along the Adriatic coast and Croatian islands. Over the past 11 years, more than 7,000 reports of interference have been sent to the Italian administration with a request for their removal, of which the ITU was also notified, responsible for the implementation of international agreements in the field of electronic communications. Compared to the year before the structure of reported interference remained equal due to the fact that the majority of Italian disturbing transmitters were switched off in 2017, which contributed to the resolving of most of the TV interference problems dating back decades. The closure of these transmitters removed many interference problems and significantly improved the reception of Croatian television programs in the digital regions of D5 (Istria County and Primorje-Gorski Kotar County), D7 (Zadar County and Šibenik-Knin County), D8 (Split-Dalmatia County) and D9 (Dubrovnik-Neretva County). Unfortunately, the work of Italian transmitters on the Croatian TV channels has not completely ceased yet. Italy is expected to fully respect international frequency plans because further disruption to the Croatian TV networks may delay the deployment of new mobile communications networks in the 700MHz frequency band, which may slow down the development of broadband internet access across the Republic of Croatia.

According to the measuring results the problems of Italian interference with the Croatian radio programs, remains huge. As an additional challenge, given the long-standing negative experiences in terms of radio interference, is the fact that HAKOM has been measuring the internationally uncoordinated work of a number of Italian digital radio (T-DAB) transmitters in the VHF III band for several years now. Many Italian T-DAB transmitters are working contrary to the International agreement and plan for radio and television from Geneva in 2006, which was notified to the ITU in addition to submitting reports to the Italian Administration.

HAKOM will continue to highlight this problem in bilateral negotiations with the Italian RF spectrum management body and through its work within international institutions, ITUs and working groups on cross-by carrying out all the activities in order to remove remaining issues to Croatian programmes, especially in order to significantly improve the situation regarding radio programmes interference.
