HAKOM has awarded spectrum to mobile communications networks

The public auction was closed and the 800 MHz, 900 MHz, 1800 MHz, 2100 MHz and 2600 MHz bands were awarded at national and 3600 MHz at regional level.
 

Zagreb, 8 March 2023 -  The Croatian Regulatory Authority for Network Industries (HAKOM) has allocated radio spectrum to mobile communications networks in the 800 MHz frequency bands (791-821/832-862 MHz), 900 MHz (880-915 MHz/925-960 MHz), 1800 MHz (1710-1785/1805-1880 MHz), 2100 MHz (1920-1980/2110-2170 MHz), 2600 MHz (2500-2570/2620-2690 MHz) at national level and 3600 MHz (3400-3480 MHz) at regional level.

The bidding process started on 16 January 2023 and lasted six weeks and the decision to select the most advantageous bidders was taken on 8 March 2023. The bidding process consisted of the main bidding phase and the assignment phase of frequency blocks. In the main bidding phase, bidders simultaneously submitted bids for the right to use one or more frequency blocks for all frequency bands. At the end of the main auction phase, which determined the amount of radio spectrum to be assigned to each bidder, the assignment phase took place, which determined the final distribution of radio spectrum among providers, i.e. the exact location of the frequency blocks of each provider within a given frequency band. Licences have been issued for 15 years for all areas of assignment with the possibility of renewal for a maximum of five years, as set out in EU-wide rules.
 
The results of the bidding process for the 800 MHz, 900 MHz, 1800 MHz, 2100 MHz and 2600 MHz frequency bands at national level are set out in the following table:

Bidding at the national level took place in 309 rounds at the main bidding stage and one round for a particular frequency band at the allocation stage.

The total amount of fees for the use of RF spectrum achieved at the public auction for the 800 MHz, 900 MHz, 1800 MHz, 2100 MHz and 2600 MHz frequency bands at national level is EUR 338.999.595,00.

For frequency bands at national level, the obligation to cover 99.4 percent of the population in the territory of the Republic of Croatia until 31 December 2029 with a minimum receiving signal level of -110 dBm has been set. This ensures in most cases a satisfactory quality of service and with speeds of at least 10 (DL)/2 (UL) Mbit/s outdoors.

It is important to point out that the currently granted licences for the 800 MHz, 900 MHz, 1800 MHz, 2100 MHz and 2600 MHz bands expire in 2024 and this assignment ensures the uninterrupted operation of public mobile communications networks and the provision of services to end-users with regulatory predictability.

Spectrum in the 3600 MHz frequency band that was not awarded in the 2021 auction was re-auctioned at regional (county) level to create business opportunities for smaller, regional operators and to foster diversity of services. The results of the auction is shown below:

Bidding at regional level took place in three rounds at the main auction stage, without the need to carry out the assignment phase.

The total amount of fees for the use of RF spectrum achieved at the public auction for the 3600 MHz frequency band at regional level is EUR 187.150,00.

The total amount of fees for the use of RF spectrum at national and regional level reached at public auction is EUR 339.186.745,00. Fees collected by auction are paid in full in favour of the State budget.
