Amateur Radio Stations
The application for granting a licence to use the radio frequency spectrum in the amateur service is submitted to HAKOM via the e-Amateur web application.
As of 1 January 2024, licences have been granted in electronic form, electronically signed, and delivered by email. HAKOM will exceptionally grant a paper copy of the electronic licence only for cases where a radio amateur is travelling to a country that does not recognise the electronic format (e.g., Norway) or to a country outside CEPT.
The licence for the use of the radio frequency spectrum in the amateur service applies to all radio stations that the radio amateur registered when submitting the licence application. The licence holder must notify HAKOM of any change of residential address or any other modification of the licence details immediately and no later than 15 days from the date of the change by submitting a request for a new licence. If a licence holder with a valid licence acquires additional radio stations or replaces registered ones with new devices, they must report the change to HAKOM before beginning operation and no later than 15 days from the date of the change. Changes to the registered amateur radio stations must be submitted using the prescribed form.
The conditions for granting and using the radio frequency spectrum for amateur radio communications, amateur radio licence classes, the amateur radio examination process, as well as the technical and other conditions for using amateur radio stations and equipment, are prescribed in the Ordinance on Amateur Radiocommunications.

When submitting an application for the granting of the aforementioned licence, it is necessary to submit:
A certificate of proposal for the call sign and the class of the amateur radio operator, issued by the Croatian Amateur Radio Association.
Certificate of passing the amateur radio examination for either Class A or Class P.
A copy of any previously granted licence for the use of the radio frequency spectrum (if such a licence has been issued).
The following data must be provided in accordance with the Ordinance on Special Conditions for the Installation and Use of Radio Stations ("NN" 72/23) for amateur radio stations with an effective radiated power equal to or greater than 100 W (1):
1. Antenna radiation pattern - both horizontal and vertical radiation patterns of the antenna system, indicating the maximum gain and possible directions of maximum radiation;;
2. Floor plan and side view of the antenna system design - a depiction showing the placement of the antenna system at the installation site, with heights indicated from the ground and the structure on which the system is mounted;
3. Map of the area with the installation site and locations where prolonged human presence is expected - a copy of a map in an appropriate scale (1:1000, 1:2880) showing the installation site of the antenna system, with the marked safety distance zone (2);
4. If an area of increased sensitivity (3) lies within the safety distance zone, a calculation of the expected electric field strength within this increased sensitivity area within the safety zone must be provided and plotted on the map from point 3,
A copy of a certificate or another official document containing the applicant's personal identification number (OIB)(4)
(1)Amateur radio stations with effective radiated power equal to or greater than 100 W require approval from HAKOM, which grants a conformity certificate in accordance with the Regulation on special conditions for the installation and use of radio stations.
(2)The safety distance refers to the distance from the location of the transmitting antenna system at which the electric field values are equal to the threshold levels.
(3) Areas of increased sensitivity include buildings for public, residential, and business purposes intended for human habitation, plots where residential buildings are located, schools, preschool institutions, maternity hospitals, hospitals, tourist accommodation facilities, and playgrounds (according to the urban planning), as well as undeveloped plots designated by the urban plan for these purposes.
(4) If the applicant has already submitted a certificate or another public document containing the personal identification number (OIB) to HAKOM, they are not obligated to resubmit this information for subsequent licences.

- Specify the frequency range of use for each device and the corresponding antenna systems, including the gain in dBd (with losses in cables and connectors accounted for).
- Indicate the maximum permitted transmitter power (W) by entering the maximum power of the device as declared by the manufacturer.
- Calculate the ERP (W) based on the provided data.
- Along with the completed form, the following must be submitted:
