Memorandum of Cooperation with the Postal Agency of North Macedonia signed
Considering the importance of bilateral relations and cooperation between the regulatory authorities of the Republic of North Macedonia and the Republic of Croatia in the regulation of postal markets and the common will to intensify and formalise this cooperation with the aim of disseminating the acquired experience and knowledge in the field of postal services between the Postal Agency and HAKOM, and after several postponements of already agreed meetings due to the pandemic, colleagues from North Macedonia payed us a two-day working visit, during which a Memorandum on Joint Cooperation was signed.
During the two working days, the organisation and the mode of operation at HAKOM was presented as well as the procedure and drafting method of Instruction on the separation costs in cost accounting. The process, drafted, submitted and accepted by Regulatory Financial Report of the appointed provider was also presented at the meetings. We also presented the ways of regulating the price of postal services, through the Instruction on Price Limitation and clearly showed the way of calculation on one virtual example based on the Price cap method.
In addition, there was discussion on all the regulatory challenges we are all faced with in our daily work, both in the Croatian and Macedonian postal market, and exchanged experiences and acquired knowledge on very concrete examples that will be useful to us in solving regulatory challenges. The joint conclusion is that both; working and bilateral meetings are extremely useful for both sides, as they respond very effectively to specific regulatory challenges and can be effectively applied in the regulation of national postal markets.
