Public call for expressions of interest in the provision of Universal Service in the Republic of Croatia
Zagreb, 14 July 2023. The Croatian Regulatory Authority for Network Industries (HAKOM) has started an analysis of the situation of the postal services market in the Republic of Croatia (RH) with the aim of fulfilling the provisions of Articles 26 and 67. of the Postal Services Act (OG NO.144/12, 153/13, 78/15 and 110/19, hereinafter: ZPU). The purpose of the analysis is to determine whether, in addition to Croatian Post d.d., there are other postal service providers that can ensure the performance of the universal service referred to in Article 15. of the ZPU.
Universal service in Croatia is defined in Article 15. OF the ZPU as a set of postal services that are available to all users of postal services throughout the territory of the Republic of Croatia at an affordable price, in which the universal service provider must ensure the quality of the universal service provided in Article 40 of the ZPU by means of the postal network of the universal service provider. The conditions for the provision of universal service are regulated by the ZPU, the Rules for the provision of universal electronic communications services (OG 41/13 and 103/21; next: The General Conditions of the Universal Service Provider and the Acts of the Universal Postal Union (hereinafter: UPU) in international traffic. The dimensions, shipping, and other characteristics of postal items within the scope of the universal service are subject to the acts of the UPU. Consequently, in the process of analyzing the situation of the postal services market in the Republic of Croatia referred to in Articles 26 and 67., in addition to HP-Croatian Post d.d., in the Republic of Croatia there is a postal service provider that can ensure the provision of universal service as well as for expressing interest in the provision of universal service in the manner and under the conditions prescribed by the ZPU and the Ordinance.
