Published Annual Report on the implementation of Regulation (EU) 2015/2120 for the period from 1 May 2022 to 30 April 2023.

The report includes an overview of HAKOM’s activities related to network neutrality issues, information on measuring the quality of internet access service and the overall situation in the area of net neutrality.

Zagreb, 14 July 2023 -As the national regulatory authority responsible for the implementation of Regulation (EU) 2015/2120, the Croatian Regulatory Authority for Network Industries (HAKOM) published its seventh Annual Report on the state of open internet access in the Republic of Croatia for the period from 1 May 2022 to 30 April 2023. The report describes the measures HAKOM has taken to ensure adequate access to the open internet. The report is an overview of all HAKOM’s activities related to current issues in the area of net neutrality, information on measuring the quality of internet access services, and the overall situation in the area of net neutrality. Regulation (EU) 2015/2120 of the European Parliament and of the Council (the Regulation), adopted on 25 November 2015, lays down measures concerning open internet access and amended Directive 2002/22/EC on universal service and users’ rights in electronic communications networks and services and Regulation (EU) 531/2012 on roaming on public mobile communications networks within the Union. The aim of the Regulation is “to ensure equal and non-discriminatory treatment of traffic in the provision of internet access and related end-users’ rights” and to “guarantee the smooth functioning of the internet ecosystem as a driver of innovation”. HAKOM supervises compliance with the obligations related to the protection of open internet access in the Republic of Croatia, and the annual report on monitoring compliance with the Regulation is submitted to the European Commission and BEREC.
