Zagreb, 26 February 2020 -The “methodology for Web Headquarters Development” was published as a result of cooperation between the Faculty of Electrical Engineering and Computing of the University of Zagreb (FER) and the Croatian Regulatory Authority for Network Industries (HAKOM) in the field of digital associability for persons with disabilities, the authors of the methodology are Zeljka Car, Ivana Rasan, Matea Zilak,  Ana Keselj, The aim of the methodology is to transfer the knowledge acquired during the research on the specific needs of users in Croatia, given the accessibility of websites and implementation modes, to all those who want to improve the accessibility of existing websites or develop new ones without barriers for users. The methodology is available on the following link.

Years of co-operation between the assisted technologies Laboratory and assisted communication between THE ICT (FER) and HAKOM resulted in numerous ideas and initiatives aimed at improving the quality of life of persons with disabilities. During various joint action processes, the benefits that may arise from the existence of a unique digital site were identified, with information on the offers of electronic communications operators for persons with disabilities (AXES), elderly persons (seniors) and young people (young people). In order to achieve the idea, this project was launched with the aim of developing an affordable network headquarters with information on specific offers by electronic communications operators for these three groups (AXES, seniors, young people). In order to accomplish the idea, the necessity of connecting all key stakeholders in this segment was recognized, and representatives of operators, representatives of persons with disabilities, HAKOM and FER were connected through project activities. The link allows you to see what an accessible network seat looks like for people with disabilities.

The methodology can also be significant for about 2,300 different government bodies that have to make their websites available under the Act by September 23 of this year, and HAKOM will use it when redesigning its website. The methodology will also be offered to the real sector, and telecommunication operators should be guided to make their websites as accessible as possible. The specificity of the methodology is that it is based on the actual needs of persons with disabilities from Croatian associations, i.e. it is based on research involving persons with disabilities.
