Stakeholders invited to participate in the development of BEREC’s Work Programme for 2026

Collaboration with stakeholders is crucial for BEREC to achieve its goal, which is the consistent application of the European Union’s regulatory framework for electronic communications.

ZAGREB, 21 March 2025 - A report on the first plenary session of BEREC held this year was presented at a public debriefing on Thursday, 20 March.
Stakeholders are invited to contribute to the preparation of BEREC Work Programme 2026 2026 by submitting proposals for relevant projects they believe should be included in BEREC's work for the coming year by 10 April 2025.

Stakeholders are also invited to participate in a public consultation on the draft revised Guidelines on Very High Capacity Networks (VHCN) until 30 April 2025. Under the European Electronic Communications Code, BEREC is required to revise the Guidelines by 31 December 2025.

New Opinion Issued on Meta’s Standard Offer for Interoperability


BEREC has adopted an opinion to ensure that Meta’s proposed interoperability solutions align with the objectives of the Digital Markets Act (DMA), which aims to promote a competitive digital market. Since Meta has been designated as a gatekeeper for numerically independent interpersonal communication services (NI-ICS) it provides, it must, among other things, publish a standard offer outlining the technical details and general terms of interoperability under which competitors can connect to these services, specifically the messaging services Messenger and WhatsApp. This opinion provides specific feedback on Meta’s standard offer as defined in BEREC’s Report on the interoperability of NI-ICS and builds upon two previous opinions that BEREC has issued concerning the proposed interoperability solution for WhatsApp.

Fresh Perspectives on Private 5G Networks


The BEREC report on the development of private 5G networks has been presented, offering national regulatory bodies and other stakeholders updated information on the progress of private 5G networks. The report helps to clarify the reasons behind the various definitions, classifications, and regulatory approaches to such networks. A summary of the public consultation conducted on the draft version of the report, which took place in November 2024, includes 20 comments received. These comments have been used to update and finalise the report, including the inclusion of several relevant use cases for private 5G networks.

ANRCETI Becomes Part of BEREC


The Moldovan regulatory authority for electronic communications and information technology (ANRCETI) has been admitted to BEREC and the BEREC Office as a participant without voting rights. By signing a working agreement with BEREC and the BEREC Office in March, ANRCETI has gained the right to participate in BEREC and the BEREC Office’s activities, including attending meetings of the Board of Regulators, the Contact Network, and the BEREC Office. This working agreement marks a significant step in strengthening cooperation with the Republic of Moldova, particularly in the field of electronic communications.

Workshop on Cybersecurity and Resilience


Reliable communication networks are crucial for maintaining social and economic stability, especially during crises. To ensure uninterrupted services, it is essential to implement strategic security measures, such as eliminating vulnerabilities, prioritising emergency services, and conducting regular crisis management exercises among various stakeholders. These were the main conclusions from a workshop held in November 2024, which were adopted in the report by the Board of Regulators at its plenary session.

Upcoming BEREC Events


On 1st April, the BEREC Stakeholder Forum will be held in Brussels, a key annual event that brings together relevant stakeholders to discuss issues of common interest. The aim of the Forum is to provide a platform for dialogue, knowledge exchange, and networking between industry representatives and regulatory bodies.

On 30th April 2025, at the IRG Secretariat in Brussels, BEREC’s Sustainability Working Group will host a workshop on the eco-design of digital services for greener networks and ICT. The focus of this workshop will be on existing tools, frameworks, and best practices that enable the development of sustainable digital services. It will bring together public representatives, bodies active in the eco-design of digital services, market representatives, and sustainability experts to gain a comprehensive understanding of current initiatives and stakeholder actions in the eco-design of digital services. Registrations will soon be open on the BEREC website.

The Working Groups on End-Users and Cybersecurity will hold a joint workshop on 21st May addressing the growing concerns about fraudulent activities and the misuse of numbering resources, which have far-reaching implications beyond the telecommunications sector, such as issues related to privacy, security, and the reliability of digital interaction. The workshop will take place at the IRG Secretariat in Brussels.
