The auction procedure for issuing the licence for the use of RF spectrum for the fifth generation mobile communications networks (5G) has started

A simultaneous competition in several rounds was selected as the auction format, while the concrete placement of frequency blocks per tenderer will be determined in an additional round of competition through sealed bids.

ZAGREB, July 12, 2021 - This Monday, July 12 the auction  procedure has been initiated  for issuing licences for the use of RF spectrum for the fifth generation mobile communications networks (5G) in the Republic of Croatia. As you have already been informed, the public auction will be conducted fully through an electronic tendering system, and tenders for individual frequency bands will be conducted in four separate procedures (700 MHz, 3600 MHz, 26 GHz and 3600 MHz regional). The competition parameters were selected simultaneously in several rounds – Simultaneous Multi-Round AUCTION (SMR), while the concrete placement of frequency blocks per bidder will be determined in the additional round of competition through sealed bids. Licences will be issued for a period of 15 years (except in the case of regional allocations in the 3600 MHz band in the Međimurje and Varaždin Counties, where licences have already been issued in the part of the spectrum valid until 2023 and for these areas new licences are exceptionally issued for 13 years), with the possibility of extension for the next 5 years.

It is expected that the award decision will be made by the end of August, which will depend on the dynamics of the auction process.

In addition, frequency bands will be allocated at the national level, except for frequency blocks in the 3400-3480 MHz band, which will be allocated at the regional (county) level in order to create business opportunities and smaller, regional operators and to encourage the diversity of services and enable end-users to choose.
