Annual Report on the Implementation of Regulation (EU) 2015/2120 for the period from 1 May 2019 to 30 April 2020

The report includes an overview of HAKOM's activities in the field of network neutrality, information on measuring the quality of Internet access services and the overall situation in the field of network neutrality.

 
ZAGREB, 3 July 2020 Croatian Regulatory Authority for Network Industries (HAKOM) published an annual report on the implementation of Regulation (EU) 2015/2120. In its fourth annual report on the access to the open Internet situation in the Republic of Croatia for the period from 1 May 2019 to 30 April 2020, HAKOM described the measures it has taken to ensure adequate access to the open Internet. The report is an overview of all HAKOM activities related to the current problem in the field of network neutrality, information on measuring the quality of Internet access services and the overall situation in the field of network neutrality. Regulation (EU) 2015/2120 of the European Parliament and of the Council (Regulation), adopted on 25 November 2015, lays down open Internet access measures and amended Directive 2002/22/EC on universal service and user’s rights in the electronic communications of networks and services and Regulation (EU) 531/2012 on roaming in public mobile communication networks within the Union. The aim of the Regulation is “to ensure equal and non-discriminatory treatment of traffic in the provision of Internet access services and related end-users' rights” and “to guarantee the smooth functioning of the online ecosystem as a driving force for innovation”. As the national regulatory authority, responsible for the implementation of the Regulation, HAKOM supervises the fulfilment of obligations related to the protection of open Internet access in the Republic of Croatia.The annual report on monitoring compliance with the Regulation concerned shall be submitted to the European Commission and BEREC.
