Council
The President , Deputy President and members of the Council are appointed and dismissed by the Croatian Parliament upon proposal of the Government of the Republic of Croatia.
The Council of HAKOM submits the annual activity report to the Croatian Parliament and to the Government of the Republic of Croatia.
President
Tonko Obuljen, B.Sc. E.E was born in 1966 in Dubrovnik. He graduated from the Faculty of Electrical Engineering in Zagreb in 1993. He has been in the field of electronic communications since 1993. In the period from November 2006 to December 2008 he was Director of the Croatian Regulatory Authority for Network Industries (HAKOM) he was a Member of HAKOM’s Council from February 2009 until February 2013 He worked for the Transmitters and Connections d.o.o. (OIV) first within the scope of HRT and later on as an independent company. He participated in drafting of the Telecommunications Act 2003 and of the Electronic Communications Act 2008, and was a member of the working group for preparation of negotiations on the accession of the Republic of Croatia into the European Union for Chapter 10 - Information Society. He has participated in a number of international conferences in the field of electronic communications in the country and abroad. He presented HAKOM at the meetings of the Subcommittee on Innovation, Technological Development and Social Policy, BEREC meetings and a series of bilateral meetings with the representatives of the European Commission. He speaks English and German.
Deputy President
Mislav HEBEL, M.Sc. E.E., was born in 1971 in Zagreb. He graduated in 1996 at the Faculty of Electrical Engineering and Computing in Zagreb in major of Telecommunication and Informatics, and in 2003 he completed his postgraduate studies. He also graduated in the International Business Management Program - DSM. Since 2011, he has been employed at HAKOM as a project manager and a senior communication network specialist. Among other things, he was a member of the team for the development of the Broadband Development Strategy for the Republic of Croatia for the period 2016-2020, a support for the permanent representation of the Republic of Croatia in the Council of the EU through the Telecommunications and Information Society Working Group and a support to the relevant ministry in the development of operational programs for the purpose of preparing the use of EU financial instruments. Prior to this he had worked in Croatian Telecom and T-Mobile.
Member of the Council
Ante Milas, univ. spec. oec. was born in 1979 in Zagreb. He graduated from the Faculty of Economics in Zagreb in 2004, the Finance, he also completed his postgraduate specialist studies at the Faculty of Economics in Zagreb - the Financial Reporting, Audit and Analysis. He speaks English and German. From 2005 to 2015 he worked in the Croatian Regulatory Authority for Network Industries in the financial and accounting affairs, as well as in accounting and market analysis department. From 2015 to 2018, he worked in the company Graditelj Svratišta on job control, business process optimization and finance. In the beginning of 2018 he started working at the Central Depository Clearing Company d.d. on financial and accounting jobs which until the appointment of a member of the Council of the Croatian Regulatory Authority for Network Industries.
Member of the Council
Nikola Popović, PhD. was born in Zagreb in 1971. He graduated in 1995 from the Faculty of Law in Zagreb. He holds an LLM from the College of Europe in Bruges and a PhD from the Faculty of Law in Zagreb where he contributes as assistant to professor. He passed the bar exam. He engaged mostly on issues related to the development of market economy and the harmonization of law and legal practice with the EU acquis. Earlier he worked also as council member at the Croatian Regulatory Authority for Network Industries, ad hoc council member at the Agency for the Regulation of Railway Services Market, council deputy chair at the Croatian Competition Agency and member of the Telecommunications Council. He chaired the Independent Regulators Group IRG-Rail. He has published papers related to market regulators, network industries and market competition. He speaks English and French.
