Regulation (EU) 2021/782 on rail passengers’ rights and obligations is applicable as of today
Zagreb, 7 June 2023 The European Union adopted Regulation (EU) 2021/782 of the European Parliament and of the Council of 29 April 2021 on rail passengers’ rights and obligations, which aims to strengthen the rights and protection of rail passengers.
Within the framework of the common transport policy, it is important to protect the users’ rights of rail passengers, to improve the quality and effectiveness of rail passenger services in order to increase the share of rail passenger transport in relation to other modes of transport.
The effective protection of passengers’ rights and the promotion of rail travel include:
• non-discrimination between passengers with regard to transport conditions and the provision of tickets
• the liability of railway undertakings and their insurance obligation for passengers and their luggage,
• passengers’ rights in the event of a disruption, such as cancellation or delay, including their right to compensation;
• minimum and accurate information, including on the issuing of tickets, to be provided in an accessible format and in a timely manner to passengers;
• non-discrimination against, and assistance for, persons with disabilities and persons with reduced mobility;
In all EU Member States, the Regulation is applicable from 7 June 2023.
